The advent of TMP Government, LLC offers a timely response to recruitment and outreach communications needs. In 2009 a spark of change is spreading throughout the government community. As evidenced by increased traffic on USAJOBS, government careers have become attractive for job seekers at all levels. Meanwhile contractors are gauging a buying environment framed by shifted national priorities and increased oversight. In addition, members of associations are looking to their organizations to help them navigate through an economic crisis accompanied by rapid social change.

“Communications is the common denominator for all of these audiences,” says Michelle Abbey, CEO of TMP Worldwide, the parent company of TMP Government. “Agencies need to talk clearly to their stakeholders about what they provide. Similarly contractors and associations must speak precisely to government’s concerns. All must get the right message to the right people at the right time.”

Abbey has guided the firm since 2002 and held the top management role when TMP Advertising & Communications was a division of Monster Worldwide, the owner of Monster.com. In August 2006, Abbey led the transition to an independent company. Contributing to that success has been the Mid-Atlantic Office and its Government Group, headed by Lindsay Wozniak, who now becomes the Senior Vice President for TMP Government. Joining her at the helm is Mark Havard, formerly head of Business Development for the Government, who now becomes the Senior Vice President – Business Development for the subsidiary.

Our History: Leadership in Public and Private Sector Communications

TMP Government shares in the lineage of several organizations which date back to the 1960s.

In 1998, TMP Worldwide bought Stackig Advertising & Public Relations, which had served government and contractor clients since 1960. The organization had made its mark by blending recruitment and market-oriented advertising, often for the same client. TMP Government Senior Vice President Lindsay Wozniak joined Stackig in 1984 and soon after the acquisition became Senior Vice President for Interactive. In 2002, Lindsay became head of the mid-Atlantic office and government practice.

TMP at that time had just celebrated its own 40 th year. In 1967, with no capital and no clients, Andrew J. McKelvey founded Telephone Marketing Programs as a “directional marketing company,” focused on Yellow Pages advertising for large, multi-site clients. In 1993, seeking ways to expand its expertise, TMP entered into the recruitment advertising business through the acquisition of Bentley Barnes and Lynn. Mark Havard, TMP Government’s Senior Vice President for Business Development, had headed up the Washington office of Bentley. Within five years, through accelerated organic growth and strategic acquisitions, TMP had become one of the largest recruitment advertising agencies in the world.

TMP Worldwide Advertising & Communications quickly earned its place among the top recruitment advertising firms by offering comprehensive human capital solutions and through its reputation as an early adopter of interactive technology. It was the pursuit of innovative technologies that led to the acquisition of two of the earliest pioneers in the online careers space, The Monster Board and Online Career Center (OCC), in 1995.

TMP Worldwide went public in 1996 and its career websites grew and eventually merged as Monster.com in 1999. To convey its full focus on maximizing the potential growth and value of Monster, TMP Worldwide was officially renamed Monster Worldwide in 2003, with Monster and TMP Worldwide as “sister divisions.” To further clarify the evolution of businesses with separate missions, the original Yellow Pages directional marketing business was sold in 2005.

In January 13, 2009, TMP Worldwide announced the formation of a new wholly owned subsidiary, TMP Government, LLC with headquarters in McLean, Virginia, in metropolitan Washington, D.C. TMP Worldwide unveiled a unique approach to services in outreach, advertising, recruitment and retention efforts, emphasizing the necessity of “total communications” for the entire government community. The subsidiary is designed to blend the local office’s decades of experience in government with the global capabilities of TMP Worldwide.

TMP Government will continue to serve the more than 30 active government clients previously on the TMP Worldwide corporate roster. The subsidiary inherits the legacy of 14 years on the GSA schedule with all contract instruments in place. It will continue to partner with leading prime contractors and small businesses, expanding offerings to confront public sector hiring challenges.

The VSS Partnership

On August 31, 2006, a team of TMP Worldwide senior management and VSS Mezzanine Partners, an investment fund managed by Veronis Suhler Stevenson (VSS), a private equity and mezzanine capital fund management company, purchased the assets of TMP Worldwide Advertising and Communications, encompassing North America and India, from Monster Worldwide.
